Testicular Atrophy - Any Legitimate Risks?

I stopped using HCG about a year ago and have noticed considerable atrophy. I saw a urologist yesterday and he seemed concerned that my left testicle was hanging significantly higher than the other (almost one inch higher). He had me cough twice, presumably checking for a hernia, and then he no longer seemed concerned/never brought it up again. This concerned me because although I had taken note of the atrophy, I hadn't noticed the difference in position. I plan on reintroducing HCG to maintain/hopefully restore size once I can get my hands on some, but is it possible for the testes to atrophy so much that they become retractile?

I haven't had any pain/don't feel anything unusual in either of them (googled varicocele and all the other stuff, no signs or symptoms), and the urologist did not seem concerned afterwards, but I'm a little worried now that something else is up. Has anyone else experienced this?
