What is the chance that taking low dose Hydrocortisone shuts down my adrenals?

From tests that I have done I seem to have low cortisol and have all the symptoms. My doctor wants me take 20MG hydrocortisone on top of TRT and thyroid meds. What I'm most afraid of is that this will shut down my adrenals and I will be on HC for life. Which seems dangerous since not making any cortisol at all can kill me.

Do you guys think this is a safe amount and is there any chance of shutting down my adrenals?

You wrote that you "seem" to have low cortisol. You have tests that confirm this, or your doctor is moving without them? Can you give a bit more context?
