Unintended effects of applying topical T directly to the scrotum

I've often wondered about this happening, and the effects it could have on a partner who performs oral sex on a man who has applied it to his scrotum.
 
This can happen if a person does not take the required steps to avoid transference. It is actually much more common when a man applies a topical solution to their chest and shoulder area. The scrotal application eliminates any risk of transference to children and animals or at least it should since there should be no direct contact that area. There are at least four ways to avoid transference to a sexual partner with a scrotal application. This is an example of a careless individual
