Progesterone level on TRT

Is it common for a man on TRT to have a progesterone level of less than 0.5?

For men, I believe a reading under 1 is normal. This link shows some reference ranges.

I have also read that the test for progesterone is not terribly accurate, but I am not sure of that is correct.
