What would be a starting dose for Progesterone Cream to resolve a deficiency?

If you're being cautious about it then 5-10 mg is a good start. But many dispensers give 20 mg per pump. 20 mg puts me at two to three times the top of LabCorp's progesterone reference range.

For a period I used progesterone in coconut oil applied to the scrotum. Absorption appeared to be around 10%—less than might be expected for that location, but typical for transdermal delivery in general.

I buy OTC progesterone cream, use a level dash, which is about 1/8 teaspoon, or Z~11 grams. Too much makes me dizzy during the day.
