Post cycle therapy and body hair growth

My body hair doesn't grow while taking testosterone but when I'm on PCT, wow, my forearm hair grew insanely. Why is that?

My PCT drugs was clomid and nolvadex.

My second question, is it possible doing PCT without SERMs?

I would think something DHT related is going on in your PCT, I'm not familiar with either of those you mentioned.
