You probably have a 4 pack if you have that much fat in the lower abs. Pretty normal male fat accumulation pattern. Just drop your body fat even further and it will go away. Lower abs fat is usually very stubborn and the last bit of fat to go away
Could also be visceral fat not subcutaneous. The answer is the same though. Eat at a caloric deficit, burn body fat, it will go eventually if you get lean enough.
