Last time I was in Vegas a few months back all the billboards have three things in common: Test replacement/ED, Ambulance chasers, and medical weed. We would typically recommend one of the telemed models that eliminates the local need.

Go to a decent gym and ask the weight lifters there - Vegas is like Miami - you can find TRT about anywhere.
