Liquid already in unopened Nipro 3 ml syringes

Occasionally I will find a new, unopened Nipro 3ml syringe in my box that looks a bit damp where the plunger meets the injection end of the syringe. I just found one that appears to have a small amount of thick, clear liquid/gel that you can see stitching from the plunger to the syringe when pulling back the plunger. Has anyone else experienced this? Doesn't seem normal? Anyone have any thoughts?

Go ahead and inject the liquid from the unopened syringes.
