Are you getting it as a 10mg vial? Even using 2 ml to reconstitute the powder it ends up being a very small .1ml dose in the syringe to get 10 units.

You should not use topical vasoconstrictors regularly in your nose. Aside from the drying effect and subsequent nose bleeds, you will develop rebound vasodilation and a cycle of use that becomes worse than the initial problem.
