What does normal LH FSH, but low T mean?

I had bloodwork done, T was low but LH and FSH were normal. This is 16 months after coming off of a few years steroid cycle without HCG, no breaks whatsoever (5 or 6 years).
LH 5 (1.7 - 8.6)
FSH 4 (1.5 - 12.4)

Free T 13 (9.3 - 26.5)

You have to measure your total testosterone as well. Low FT can be caused by high SHBG. If TT low you probably have some degree of Primary hypogonadism.

Low TT, very low SHBG 14 (16-40).

I've been off of steroids for a year and half (6years of nonatop usage). Wondering if I'm gonna recover or should go back on trt
