My Wife legs are sore after being on HRT for 5 months

My wife is post menopausal. She has been complaining about her legs, specifically her calfs. I try to massage them but it doesn't help. Ibuprofen doesn't help either. It's affecting her sleep. Here are her levels now:
Progesterone - 4.51 ng/mL
Estradiol - 25.4 pg/mL
FSH - 67.5 mIU/mL
Anyone else experience this? Any help would be great.
 
My sisters have lots of aches and pains even years after menopause, they have all of the low estrogen symptoms and their joints are always hurting. My sister fell a couple of years ago and broke her back, she was diagnosed with osteoporosis and hasn't recovered fully and doubt she ever will.

The normal range for FSH in a women is 4.7 to 21.5 mIU/mL, the estrogen and progesterone is low for women.
 
Perhaps TRT or hormones are not related. What about other blood results, calcium, potassium, etc.? Can contribute to such symptoms. No weight gain, I assume. Venous insufficiency?
