Reason Magazine has an article on steroid use in America, called How Washington Lost the War on Muscle. It also covers testosterone replacement therapy at length, with quotes from Dr. Morgentaler. Since it's a libertarian magazine, their position is we'd all be better off if steroids were legal and supervised by physicians. Like most of their articles it's well written and worth a read.
