would it be smart to just give up on clomid and hcg?

My recent test came back, I was on 25 mg of clomid eod, my lh was 9.82 and fsh was 12.30, my testosterone was only 353. should i give up on clomid. i have done hcg in past levels of tedtosterone are same rate. are my leydig cells dead or damaged? thanks, justin moyer
