It’s because your body shuts off LH and FSH, and the more androgenic the steroid, the harder to recover. There’s a chance with each shutoff that your body won’t recover normal levels.

Steroids, especially high testosterone, will often reduce SHBG. If used over an extended period of time, the body will adapt to the higher levels. I’m assuming this is possibly why your SHBG levels have stayed low.

Ideal estrogen levels vary person to person. Mine is optimal 15-25, and 1200<T<1600 (200mg/week) is optimal through trial and error. Above 1600 increases my libido and thinking speed in reducing increments, but high (for me) estrogen becomes an issue at that point too.
