Here's a suggestion: Use a compounding pharmacy. They will make it exactly as your doctor prescribes.
I microdose anastrozole (0.1mg, BIW), and Empower Pharmacy makes this dosage with no problems. You're making this way too difficult.
I don't know anyone that's used a 30 gauge needle with Test. Not saying that it can't be done, but keep in mind that Test is an oil based med, not water based. With a 30GA needle, it's going to take a while to load up the syringe, and a while to inject it.

You don't need a harpoon to pin yourself shallow IM. A 1/2" needle is plenty long enough to penetrate the muscle, as long as you're not carrying a whole lot of body fat at the injection site.
Most men I know (including myself) don't have much fat, if any on their quads...
Be patient and give it time to recover. DS3 gave you some good advice. Anastrozole is some nasty stuff, and some folks are super sensitive to it (including me). It's always better to err on the light side, and increase dosage later, if required. I only take 0.1mg twice a week to keep my E2...

It could just be a MA state law. Here in TX, when I refill my Test script I always get (2) 5mL vials.

Same for me. I've been injecting Test into my vastus lateralis EOD (alternating legs) for almost 3 years now, with no problems whatsoever. I'm still using a 29ga, 1/2" insulin pin to do this, and my bioavailability is just fine according to my blood tests.
