What chemical do I need to make testicles drop? I think I have hypogonadism

I have zero use of my penis other than urination. My testicles are sucked up into me...is there any chemical that I can take specifically to make them drop and bring them to work normally again? I took 1 dose of HCG and Eurigil each and it seemed to have zero effect.

SOS - Full Blown Impotence
