Although there are additional factors to consider, I would say it depends quite a bit on your Total T. For example, if your Total T was 300, then I would say "yes" whereas if your Total T was 1000 then likely "no." Chasing a specific number is a good way to go down a rat hole.
It is often stated that the ideal FREE Test range is 2% to 3% so it is typically more productive to calculate your Free T than just focusing on a fixed SHBG level. Use this calculator: http://www.issam.ch/freetesto.htm
That said, SHBG that is either too low or too high (above and below reference range) can be problematic.
Too high, Id say over about 25-30, and you'll suffer from a lack of Free T, the 2-3% that ERO refers too. Too low SHBG and you'll be driven to having to inject EOD or even daily. That's about the gist of low and high SHBG.
